Very useful tutorial about creating tileable textures using Photoshop. When you have different shadow levels it seems a nightmare to fix it, but just a few of Photoshop steps to get it. Take a look to this (and others) tutorial by Neil Blevins

The most competitive price (FREE!) and nice tools. Not nice texturing tools, but a lot of plugins to work with mesh... sadly not available in LW some of them like great retopo tools

Amazing freeware for editing images: KRITA. It includes predefined texture templates (1k,2k,3k,4k...8bits,16bits)
to work with. Probably not Photoshop but a serious and no-piracy alternative.
